Abstract
O presente trabalho pretende abordar genericamente as questões relativas ao processo
de preparação, elaboração, avaliação e análise de risco subjacente aos processos de
decisão de financiamento de projetos de investimento na banca angolana, focando a
atenção ao caso do Banco de Poupança e Crédito. O enquadramento empírico desta
investigação substancia-se no fato de que, a despeito de os bancos serem instituições
tecnicamente habilitadas a lidar com riscos, verifica-se um alto nível de créditos mal
parados na banca angolana, em geral, incluindo o Banco de Poupança e Crédito. Os
altos níveis de crédito mal parado, em princípio indicia uma insuficiência nas
ferramentas e técnicas de análise e avaliação de projetos de investimento que o BPC
utiliza atualmente, traduzida numa inadequação ao risco de crédito que o banco vem
incorrendo nos últimos anos. Este problema suscitou questões científicas que põem em
causa os processos de análise e avaliação de projetos de investimento no BPC e a sua
gestão de risco de crédito. Em função desta problemática procurou-se inicialmente testar
as seguintes hipóteses: se o BPC implementar um método de análise e avaliação de
projetos de investimento diferente do que utiliza atualmente, então será possível
desenvolver um novo processo capaz de mitigar o problema do risco de créditos mal
parados; No final do trabalho foi possível concluir que o problema do BPC não está
necessariamente nos processos de análise e avaliação técnicas de projetos de
investimentos, o problema dos créditos mal parados explica-se por fatores de outra
índole, nomeadamente com o controlo interno.
This paper aims to address general issues relating to the preparation process, preparation, evaluation and risk analysis underlying the financing decision-making processes of investment projects in the Angolan banking, focusing attention to the case of the Bank of Credit and Savings. The empirical framework of this substance up investigation on the fact that, despite banks are technically qualified institutions to deal with risks, there is a high level of bad loans in the Angolan banking sector in general, and the Savings Bank and credit, in particular, which normally indicate a failure in the tools and techniques of analysis and evaluation of investment projects that BPC currently uses, translated into inadequacy to credit risk that the bank has been incurring in recent years. This issue has raised scientific issues that call into question the process of analysis and evaluation of investment projects in the BPC and its credit risk management. Because of this problem sought to initially test the following hypothesis: if the BPC to implement a method of analysis and evaluation of different investment projects than currently used, then it will be possible to develop a new process can mitigate the credit risk of the problem evil stopped. At the end of the work it was concluded that the problem BPC is not necessarily in the analysis and technical evaluation of investment projects, the problem of bad assets is explained by factors other measures, in particular the internal control.
