Abstract
O presente estudo foca no chamado Processo de Bolonha e o Espaço Europeu de
Ensino Superior e nas questões a eles correlatas, como a mobilidade e a
empregabilidade em prol da cidadania. Diante de uma literatura dispersa e fragmentada,
o fenómeno foi analisado por meio de documentos extraídos das instituições afetas ao
ensino superior na Europa, desde o lançamento do Processo de Bolonha até os dias
atuais. À guisa de uma análise exaustiva, o estudo levanta diversas questões – que
demandariam um estudo mais aprofundado em um futuro trabalho de Doutoramento –,
e tenta responder à questão sobre os objetivos do Processo de Bolonha, a evolução do
ensino superior na Europa após a sua implementação, e se o Processo de Bolonha
atingiu os resultados para os quais foi criado, em especial, quanto à mobilidade e à
empregabilidade. Abordaremos aspectos históricos e científicos, conceitos, o Direito à
Educação em Portugal – e das mulheres –, e no Direito Internacional, as instituições de
ensino superior na Europa, sua reforma, as universidades, os programas de ensino
lançados, as organizações internacionais conexas à educação, a questão do
financiamento e o papel do Parlamento Europeu e, por fim, os avanços e o retrocesso
com a pandemia de Covid-19. A despeito de algumas críticas tecidas ao Processo de
Bolonha durante o presente trabalho, conclui-se favoravelmente pela sua
implementação, tendo a Declaração de Bolonha surtido efeitos positivos não só na
Europa, berço de sua implementação, mas também além da Europa, extravasando suas
fronteiras, em defesa de uma educação de qualidade para todos.
This study focuses on the so-called Bologna Process and the European Higher Education Area and related issues such as mobility and employability in favor of citizenship. Faced with a dispersed and fragmented literature, the phenomenon was analyzed through documents extracted from institutions involved in higher education in Europe, from the launch of the Bologna Process to the present day. By way of not an exhaustive analysis, the study raises a number of questions - which would require more in-depth study in a future doctoral study - and attempts to answer the question of the objectives of the Bologna Process, the evolution of higher education in Europe after its implementation, and whether the Bologna Process has achieved the results for which it was created, especially in terms of mobility and employability. We will look at historical and scientific aspects, concepts, Higher Education Institutions in Europe, their Reform, Universities, Education Programmes launched, International Organizations related to Education, the issue of funding and the role of the European Parliament and, finally, the advances and setbacks with the COVID-19 pandemic. Despite some of the criticisms leveled at the Bologna Process during the course of this work, we conclude in favor of its implementation, with the Bologna Declaration having had positive effects not only in Europe, the cradle of its implementation, but also beyond Europe, extending beyond its borders, in defense of quality education for all.
