Abstract
A temática ambiental é algo que vem intrigando e preocupando o mundo há muitas
décadas. A degradação desenfreada da Natureza e, consequentemente, dos recursos
naturais a ela inerentes é uma questão altamente preocupante não só para os cientistas
de diversos países, mas também para todos os povos e nações. As alterações
climáticas, a escassez da água, fenómenos atípicos como inundações, secas, furacões,
tornados, tsunamis e incêndios são realidades quotidianas em todo o globo. No contexto
destes problemas de cunho ambiental, nos deparamos com o dilema da produção diária
e desenfreada de lixo ou, tecnicamente falando, dos resíduos sólidos, das mais variadas
espécies e tipos. Não possuímos um outro lugar além de nosso planeta para
depositarmos a quantidade alarmante de resíduos que surgem diariamente. Esclarecese que o presente trabalho académico restará adstrito à abordagem e análise dos
resíduos sólidos urbanos, ou seja, aqueles que são originários das grandes e pequenas
cidades. Assim sendo, a intenção da pesquisa é verificar a existência de instrumentos
legais e políticas públicas aptas a gerir de forma eficiente a produção destes resíduos
promovendo, sempre que possível, a prevenção, a reutilização, a reciclagem e a
destinação final adequada destes materiais. A tarefa traçará, ainda, um quadro
comparativo entre tais sistemas de gestão no âmbito do Brasil e da República
Portuguesa.
The environmental theme is something that has been intriguing and worrying the world for many decades. The rampant degradation of Nature and, consequently, of the natural resources inherent to it is a highly worrying issue not only for scientists from different countries, but also for all peoples and nations. Climate change, water scarcity, atypical phenomena such as floods, droughts, hurricanes, tornadoes, tsunamis and fires are everyday realities across the globe. In the context of these environmental problems, we are faced with the dilemma of daily and unrestrained production of garbage or, technically speaking, of solid waste, of the most varied species and types. We have no other place besides our planet to deposit the alarming amount of waste that comes up daily. It is clarified that the present academic work will remain limited to the approach and analysis of solid urban waste, that is, those that originate in large and small cities. Therefore, the intention of the research is to verify the existence of legal instruments and public policies capable of efficiently managing the production of this waste, promoting, whenever possible, the prevention, reuse, recycling and the proper final destination of these resources. The task will also draw a comparative picture between such management systems within Brazil and the Portuguese Republic.
