Fernando Moreira

Biography

Fernando Moreira established the Science and Technology Department and served as its head from May 2018 until February 2022. He earned his Bachelor's degree in Computer Science in 1992, a Master's degree in Electronic Engineering in 1997, and a Ph.D. in Electronic Engineering in 2003, all from the Faculty of Engineering at the University of Porto. In 2018, he also achieved his Habilitation. He has been a dedicated member of the Science and Technology Department at Portucalense University since 1992, where he currently holds the position of Full Professor. Additionally, he serves as a visiting professor at several other esteemed universities. His teaching portfolio encompasses various subjects spanning undergraduate and post-graduate studies. He also supervises Ph.D. and Master's students. He has significantly contributed to his field with over 250 peer-reviewed scientific publications in national and international journals and conferences. He serves as a member of the Editorial Advisory Board for various journals and books and has organized numerous special issues for JCR journals. His commitment to advancing research is further reflected in his consistent participation on Programme and Scientific committees for national and international conferences. He held the MSc in Computation coordinator position for a decade, demonstrating his dedication to academic leadership. He is a REMIT research center steering committee member with extensive editorial experience, co-editing several books. His professional affiliations include NSTICC, ACM, and IEEE. His primary research interests encompass mobile computing, ICT in Higher Education, Mobile learning, Social Business, and Digital transformation. REMIT – Research on Economics, Management and Information Technologies
Centro de investigação que que tem como objetivo principal produzir e disseminar conhecimento teórico e aplicado que possibilite uma maior compreensão das dinâmicas e tendências económicas, empresariais, territoriais e tecnológicas do mundo contemporâneo e dos seus efeitos socioeconómicos. O REMIT adota uma perspetiva multidisciplinar que integra vários domínios científicos: Economia e Gestão; Ciências e Tecnologia; Turismo, Património e Cultura. Founded in 2017, REMIT – Research on Economics, Management and Information Technologies is a research unit of Portucalense University. Based on a multidisciplinary and interdisciplinary perspective it aims at responding to social challenges through a holistic approach involving a wide range of scientific fields such as Economics, Management, Science, Technology, Tourism, Heritage and Culture. Grounded on the production of advanced scientific knowledge, REMIT has a special focus on its application to the resolution of real issues and challenges, having as strategic orientations: - the understanding of local, national and international environment; - the development of activities oriented to professional practice, namely in the business world.

    Exploring integration issues in A blended Mobile Learning model context oriented applied to an information systems course curriculum: mobility, context and cloud

    The increasing number of mobile devices in day-to-day of general population and particularly among younger people, leads to emergence of new paradigms in several areas of activity, particularly in education. As an example of a new paradigm in the teaching-learning can be invoked that mobile learning, such as technologies did not stop and progressed to become part of the Blended Learning Mobile model. In this paper and in the context of three-year courses Bologna Process European Degree structure at school, in Portugal, following the Curriculum Guidelines for Undergraduate Degree in Information Systems for ACM/AIS, we intend to extend our BML Context Oriented Model to Information System course, i. e. cover different areas of expertise of these courses, including Requirements Engineering.

    Evolution and use of mobile devices in higher education: A case study in Portuguese Higher Education Institutions between 2009/2010 and 2014/2015

    Mobile devices’ popularity, particularly tablets and smartphones, has increased over the last years as a result of their versatility and multifunctionality. That consequently led to a wide daily use by everyone and especially among young people. Since 2010 the sales market for mobile devices has not stopped growing. This is justified by the fact that these devices present many advantages, namely usability, portability, versatility, adaptability and an ability to customize individual experiences. In the context of the teachinglearning process, mobile devices allow overcoming the temporal and physical boundaries of the classroom, since information is omnipresent and no longer limited to a specific time and place for learning, thus promoting the mLearning. In this way it is important to analyze the use of mLearning, particularly the acceptance rate and uses of mobile technologies devices in higher education Portuguese institutions. In order to answering this issue, this paper analyzes the evolution and trends in the use of mobile technologies in higher education institutions in Portugal (North region) between 2009/2010 and 2014/2015.

    The role of AI and automation on the future of jobs and the opportunity to change society

    In today’s world, technology is an indispensable part of our daily life. More and more products are produced to satisfy the needs of a growing population and the Internet is creating new services every day. However, to be able to keep up with the growing demand, new technologies needed to be invented to increase the pace of production and to lower costs. Automating tasks was the solution and for many years machines did repetitive tasks, replaced people and created new and better jobs to substitute the old ones. Nowadays automation is reaching incredible levels and it is not creating enough jobs to replace the old ones. Will unemployment increase in the upcoming years or will humanity be able to adapt to a different job market? Our study focuses on the types of unemployment caused by automation and on the possible solutions that society needs to implement. The research also points out how people from different social classes face the changing job market and how all can benefit from it. A new form of governance of society may be needed, in view of previous failed forms including fascism, communism, and, more recently, liberalism. In the future there will be fewer and fewer jobs that cannot be replaced by a robot. With this, the probability of mass unemployment is very high. An ideology promoting a Universal Basic Income could be a solution to combat the massive unemployment that automation may cause in the future, especially in medium-skilled jobs.

    The influence of the use of mobile devices and the cloud computing in organizations.

    In the last decade, companies tend to become virtualized. This virtualization is due in large part to developments in the use of mobile platforms and the impact on their infrastructure. The concept of BYOD (Bring Your Own Device) adoption and use of cloud computing are having profound implications for how the technologies are being used, as well as the interaction between individuals and these technologies. In this context, we conducted a study based on a questionnaire about the impact of the use of mobile devices and the cloud in organizations, taking into consideration their use in performing professional and personal tasks. With the questionnaire and its subsequent analysis it was found that organizations have a lack of understanding about almost all of the implications and consequences of the use of mobile devices and the cloud.

    Migration Results to a Private Cloud by using the M2CCF

    The cloud computing paradigm is transforming the way IT services are provided and consumed by changing IT products to services. The migration of in-house IT services to cloud computing must be performed carefully so as not to cause high losses in the institution. In this paper, we present the use of the framework developed by the same authors, to the migration of services, applications, data and infrastructures to cloud computing, M2CCF, compatible with Information Technology Infrastructure Library (ITIL). The work also discusses the results gathered from the real implementation of the framework in the migration of IT services to a private cloud.

    Towards the digital transformation: are portuguese organizations in this way?

    Digital transformation is increasingly an element to be considered in the new paradigm of organizations. This transformation increases business opportunities and open a window for new approaches to the same business, both internally and externally, including changes in business processes and relationships with the organization’s stakeholders. Due of this, several concepts like digital transformation and enablers among others have emerged, and occurred in this new era. Being this in mind, it is fundamental to see if organizations in Portugal are already living in the aforementioned digital transformation or if they are aware of the need to adapt to this new reality. Thus, the objective of this research is to perceive the state of the art of Portuguese organizations in light of digital transformation.

    A support framework for the migration of e-Government services to the cloud.

    Public and federal agencies from countries around the world are increasingly providing information technology based services via the Internet - known as e-government. Several of the general requirements of e-government services are satisfactorily met by the emerging Cloud Computing paradigm that promises a number of benefits such as service elasticity (the ability to handle peaks and troughs of demands); optimization of costs; capacity to handle large volumes of data; and a generalized model of Internet-based access for end-users. For this reason, it is no surprise that Cloud related technologies are gradually leveraging e-government platforms. In this chapter, a support framework is outlined that complies with and extends the well-known ITIL (Information Technology Infrastructure Library) set of best practices for IT (Information Technology) service management. It is suggested that the proposed framework can be usefully deployed to assist in the process of migrating e-government services provision to the Cloud Computing environment.

    Integration of ePortfolios in learning management systems

    The LMS plays a decisive role in most eLearning environments. Al-though they integrate many useful tools for managing eLearning activities, they must also be effectively integrated with other specialized systems typically found in an educational environment such as Repositories of Learning Objects or ePortfolio Systems. Both types of systems evolved separately but in recent years the trend is to combine them, allowing the LMS to benefit from using the ePortfolio assessment features. This paper details the most common strategies for integrating an ePortfolio system into an LMS: the data, the API and the tool integration strategies. It presents a comparative study of strategies based on the technical skills, degree of coupling, security features, batch integration, development effort, status and standardization. This study is validated through the integration of two of the most representative systems on each category - respectively Mahara and Moodle.
