Abstract
Em Portugal, os serviços de Saúde têm sofrido nos últimos anos uma pressão crescente decorrente de múltimos fatores económicos e sociais. Neste contexto, a melhoria da qualidade dos serviços públicos, em particular dos Serviços de Saúde, surge como uma prioridade dos governos dos países mais desenvolvidos, situação a que Portugal não é totalmente indeferente. Este relatório tem por objetivo demonstrar a importância que teve o Projeto MoniQuOr.CAT - Monitorização da Qualidade Organizacional, implementado nos Centros de Atendimento de Toxicodependentes da Direção Regional do Centro (IDT-DRC)) na profissão do autor. O MoniQuOr.CAT tendo por base o modelo de excelência da Eurpean Foundation for Quality Management (EFQM), originalment desenvolvido para o setor privado, e que tem vindo a ser progresssivamente adaptado e ensaido no setor público.Pareceu pois legítimo aproveitar os conhecimentos e experiências adquiridos com a aplicação do modelo da EFQM nos Centros de Saúde (MoniQuOr C.S.) e reconfigurá-lo para um programa de melhoria contínua da qualidade organizacionalnos Centros de Apoio e Tratamento a Toxicodepentes (CAT). Por via da aplicação da presente metodologia, constatou-se a necessidade de se atribuir mais importância à gestão dos fluxos de informação dentro e fora das equipas clínicas, por forma a assegiurar uma prestação de cuidados de Saúde de qualidade aos utentes, mas também, do comprimento da direção em torno do projeto. Assim, destes ensaios, pode inferir-se que existe um sinal satisfatório da tendência de melhoria da qualidade organizacional nestes estabelecimentos de Saúde e necessidade de evoluir para outros projetos na área da Gestão da Qualidade.
In Portugal, Health Services have suffered in the recent years a growing pressure by economic and social fators. In this context, improving the quality of public services and, in particularly, of Health Services is priority of governments of most developed countries, that situation is not different in Portugal. This report has the objective to demonstrate the importance of MoniQuOr.CAT _ Project Monitoring Organizational Quality, implemented in the Drug Addicts Care Centers of the Regional Centers of the Institute of Drugs and Addiction (IDT-DRC) in the autor's profession career. MoniQuOr.CAT is based on the model of excellence of European Foundation for Quality Manegement (EFQM), originally developed for the private sector, which has been progressively adapted and tested in the public sector. It seemed then appropriated to adaptthe knownledge and ezperience accumulated with the application of the EFQM model in Health Centers (MoniQuOr CS) and to reconfigure this model to a program of continuous improvement of organizational quality in the Support Centre and Treatment Drug Addicts (CAT).Through the application of this methodology we found the need to assign more importance to the management of the information flows within and outside of clinical teams, in order to ensure the provision of high quality health care to users, but also the importance of commitment of the Board the project. Therefore, it can inferred at a satisfactory signal of trends of improvement of organizational quality in these organizations health and development also the new projects in the area of Quality Management.
