Abstract
A Lei de Bases do Sistema de Educação e Ensino Angolano, Lei n.º 17/16, de 7 de
outubro, estabelece como um dos principais fins formar o indivíduo à luz dos princípios
democráticos e define como um dos seus princípios gerais a democraticidade que se
consubstancia no direito de participação dos indivíduos diretamente envolvidos no
processo de ensino e aprendizagem na organização e gestão da escola. O debate
sobre a democratização do Estado e das suas instituições, incluindo a escola, tem
crescido em Angola e merecido a atenção da comunidade científica nacional e
internacional. Assim, o presente trabalho procura compreender a perceção dos
membros da comunidade educativa da escola do I ciclo do ensino secundário no
Sumbe sobre a escola democrática em Angola. Este Estudo é de caráter qualitativo e
suportou-se para a recolha de dados na utilização da técnica da entrevista
semiestruturada à diretora e aos subdiretores, pedagógico e administrativo, e ao
coordenador da comissão de pais e encarregado de educação, assim como na
aplicação de um inquérito por questionário aos alunos delegados de turma (n=21) e
aos professores (n=35). A análise dos dados recolhidos permitiu-nos concluir que
existem fragilidades na participação dos alunos e dos pais e encarregados de
educação na gestão da escola, e na relação escola-comunidade; o conteúdo do
princípio da democratização do ensino não é do domínio da maior parte da
comunidade educativa; o modelo de administração e gestão que mais predomina é o
burocrático, contudo, a liderança da diretora carateriza-se como democrática.
The Law of Bases of the Education and Teaching System, Law no. 17/16, of October 7, establishes as one of the main purposes to train the individual in the light of democratic principles and defines as one of its general principles the democracy that is embodied in the right to participation of individuals directly involved in the teaching and learning process in the organization and management of the school. The debate on the democratization of the State and its institutions, including schools, has grown in Angola, and has received attention from the national and international scientific community. Therefore, the present work seeks to understand the perception of members of the educational community at the 1st cycle of secondary school in Sumbe about the democratic school in Angola. This study is of a qualitative nature and was based on data collection using the semi-structured interview technique with the director and sub-directors, pedagogical and administrative, and the coordinator of the parents' committee and guardian, as well as the application of a questionnaire survey of class delegates (n=21) and teachers (n=35). The analysis of the data collected allowed us to conclude that there are weaknesses in the participation of students and parents and guardians in school management, and in the school-community relationship; the content of the principle of democratization of education is not within the domain of the majority of the educational community; The administration and management model that most predominates is bureaucratic, however, the director's leadership is characterized as democratic.
