Abstract
A Educação para os Direitos Humanos deve ser, no séc. XXI, não apenas um
desafio sociopolítico, mas também cultural de cada nação. A troca de experiências entre
povos de diferentes culturas em matéria dos Direitos Humanos pode ser uma das múltiplas
estratégias necessárias e capazes de contribuir para a aproximação da humanidade, com
base no respeito pela dignidade da pessoa humana “sem distinção alguma, nomeadamente,
de raça, de cor, de sexo, de língua, de religião, de opinião política ou outra, de origem
nacional ou social, de fortuna, de nascimento ou de qualquer outra situação”. Nesta visão
humanista, a presente dissertação tem por objetivo - Compreender mediante um estudo
comparativo as principais diferenças do conteúdo programático e das estratégias didáticas
da Educação para os Direitos Humanos, incidindo sobre as disciplinas de Educação Moral e
Cívica em Angola e de Educação para a Cidadania em Portugal. Parte-se do pressuposto
segundo o qual a escola é determinante para a formação de cidadãos responsáveis, embora
não seja a única instituição com essa vocação formadora em Direitos Humanos. Assim, o
conteúdo programático e as estratégias pedagógicas adotadas nas disciplinas vocacionadas
à formação pessoal e social dos alunos, à luz dos objetivos dos Sistemas Educativos de
Angola e Portugal, constituem um ponto de partida para aferir se, de facto, tem a escola
formado cidadãos responsáveis e conscientes, visando a sua participação ativa na vida
pública dos respetivos países. Porque a Educação para os Direitos Humanos é, nos tempos
modernos, um fator de estabilidade política, desenvolvimento socioeconómico, cultural, de
paz e justiça social. Por esta razão, procuramos aferir se a Educação Moral e Cívica, em
Angola, e a Educação para a Cidadania, em Portugal, têm, efetivamente, formado alunos
ativos e conscientes da sua participação cívica na comunidade e nas instituições
democráticas dos respetivos Estados.
Education for Human Rights should be, in 21st Century, not only a sociopolitical challenge, but also cultural of each nation. By sharing experiences among people of different cultures in Human rights issues can be one of the multiple necessary strategies and capable to contribute to an approximation of dignity, based on respect to human being" without distinction of any kind, namely, race, colour, language, religion, opinion, policy or other, national or social origin, fortune, birth or any other situation". In this humanitarian view, the present Dissertation aims to comprehend the main differences of syllabus (contents) by means of a comparative study and teaching strategies for Education to Human rights, with incidence in Moral and Civic Education Disciplines, in Angola and Education for citizenship in Portugal. Starting from an assumption according which school is determining for responsible citizens background, however, it is not the unique Institution with this vocational training in Human rights. Thus, the syllabus (contents) and teaching strategies adopted in Subjects related to personal and social training of students, in light of educational systems objectives of Angola and Portugal, they constitute the departure point (starting point) to measure if, in fact, school has trained responsible and conscious citizens aiming at its active participation in public life of respective countries. Reason why, Education for Human rights is, nowadays, a political stability factor, socioeconomic development of cultural, peace and social justice. For this reason, we have sought to check if Moral and Civic Education in Angola, and Education for citizenship, in Portugal, have effectively, trained active and conscious students of its civic participation in community and in democratic institutions of the respective States.
