Abstract
Este trabalho de investigação centra-se na caracterização das
várias dimensões do Investimento Direto Estrangeiro (IDE) e o seu
impacto na economia angolana e na província do Huambo. É
efetuada uma análise às teorias de suporte ao estudo do IDE; é
analisada a evolução e o impacto do IDE na economia. Validamos,
com recurso à revisão teórica sobre a temática do IDE, a existência de
vários mecanismos através dos quais o IDE afeta o crescimento
económico e social do país recetor. Identificamos a existência de um
fluxo negativo do IDE em Angola nos últimos anos o que pode indiciar o
repatriamento de lucros das subsidiárias provocando a saída de fundos
do país. O estudo efetuado, de natureza quantitativa, e com recurso
aos dados disponibilizados pela Agência Nacional de Investimento
Privado de Angola, permite identificar que a quase totalidade do
investimento privado e estrangeiro efetuada em Angola é centrado na
província de Luanda. Em 2013 o investimento privado efetuado no
Huambo apenas representou 0,6% do total realizado em Angola e 0,3%
do IDE.
A análise da informação encontrada não permitiu validar a
existência de nenhuma política ou instrumento de captação de
investimento estrangeiro, definida no sentido de descentralizar o
investimento ao longo das diferentes províncias do país. O estudo
permitiu ainda concluir que o crescimento do PIB angolano é
positivamente afetado pelo stock de investimento direto estrangeiro
efetuado em Angola; que o fluxo de IDE afeta negativamente a
balança de pagamentos do país, corroborando a ideia de um
repatriamento de lucros superior ao investimento efetuado no país; que
o IDE afeta negativamente o índice de desenvolvimento Humano (IDH)
de Angola; que o IDE é afetado positivamente pelo sistema e estrutura
política do país, indicando o peso e a importância da estabilidade
política e social na captação de investimento direto estrangeiro.
This research focuses on the characterization of the various dimensions of Foreign Direct Investment (FDI) and their impact on the Angolan economy and in Huambo province. The study was based in an analysis of the supporting theories of FDI. The research analyse the evolution and the impact of FDI on the economy andvalidate the existence of various mechanisms through which FDI affects economic and social development of a country. The study identify the existence of a negative flow of FDI in Angola in recent years which may indicate the repatriation of profits of subsidiaries. The study was conducted thought a quantitative analysis, using the data provided by the National Agency for Private Investment in Angola. It was identified that almost all private investment and performed abroad in Angola is centred in the province of Luanda. In 2013 the private investment made in Huambo only represented 0.6% of total held in Angola and 0.3% of FDI. The analysis of the information did not allow the validation of the existence of any policy or instrument do attract foreign investment to Angola and set in order to decentralize investment throughout the different provinces. The study also concluded that the Angolan GDP growth is positively affected by the stock of foreign direct investment made in Angola; that FDI negative and undesirably flow affects the balance of payments; that FDI negatively affects the human development index (HDI) of Angola; that FDI is positively affected by the system and the country's political structure, indicating the weight and the importance of political and social stability in foreign direct investment funding.
