Abstract
A Iniciativa Belt and Road (BRI), lançada pelo Presidente chinês Xi Jinping em 2013, é um projeto de dimensão colossal, orientado para a construção de infraestruturas e para a promoção de investimentos que permitam o estabelecimento de uma rede global de comércio que ligue a China aos países destinatários. Para incentivar a participação destes países, são associados à Iniciativa determinados objetivos que, por sua vez, são promovidos através de uma narrativa estratégica particular. Esta dissertação, tendo por base a aplicação de um enquadramento construtivista e do “Belt and Road buy-in framework” desenvolvido por Van Noort e Colley (2020), visa avaliar como dois Estados, Egito e Irão, rececionaram a referida narrativa estratégica. O grau de aceitação será avaliado pela análise de como as respetivas elites recebem discursivamente a narrativa, tendo em conta os argumentos apresentados e o sentimento manifestado relativamente àquela. A principal hipótese levantada é a de que tanto a perceção da existência de benefícios materiais com a participação na Iniciativa como a perceção de que a Iniciativa em si não põe em causa o sentimento de segurança ontológica são determinantes para a aceitação da BRI por parte destas elites, condicionando desse modo, o impacto da narrativa estratégica.
The Chinese Belt and Road Initiative (BRI), launched in 2013 by the Chinese President Xi Jinping, is a colossal project oriented for the construction of infrastructures and the promotion of investments, with the ultimate aim of building a global network of trade that connects China do the Initiative’s eventual recipient countries. To attract the participation of these countries, certain goals are attached to the Initiative, which are, on their part, promoted through a particular strategic narrative. This dissertation, based on the application of a constructivist framework and the “Belt and Road buy-in framework” developed by Van Noort and Colley (2020), aims to evaluate how two countries, Egypt and Iran, accepted the aforementioned strategic narrative. The degree of acceptance will be evaluated through the analysis of how these countries’ elites, discursively receive the narrative, given the arguments presented and the sentiment shown towards the Initiative. The main hypothesis raised is that both the perception of the existence of material benefits derived from the participation in the Initiative and the perception that the Initiative itself does not put in jeopardy the feeling of ontological security, are determinant for the acceptance of the BRI by these elites, thus conditioning, the impact of the strategic narrative.
