Abstract
Abordaremos aspetos históricos e científicos da neuropolítica. Primeiro
conceituando-a. Depois, analisando se ela é realmente uma ciência ou um modismo,
bem como se há necessidade de estudá-la academicamente em Ciência Política e
Direito, ou não.
Também examinaremos do significado de neurolaw, ou neurodireito,
apresentando conceitos, fundamentos, aspetos históricos, premissas teóricas,
pressupostos filosóficos e bases científicas desse novo ramo das Ciências Jurídicas.
A seguir, apresentaremos um painel sobre algumas pesquisas que estão sendo
realizadas em diferentes países, na área de neuropolítica, e quais descobertas vêm
sendo feitas, quais resultados foram alcançados e que desafios esses resultados
representam para o Direito.
Veremos uma análise acadêmica da neuropolítica em Portugal, na campanha
eleitoral para o legislativo, em 2015. Bem como apresentaremos casos concretos em
que recursos das neurociências foram utilizados em redes sociais para manipular as
mentes dos eleitores nas eleições presidenciais de diversos países. E o que diferentes
e renomados pensadores, das mais diversas formações acadêmicas, dizem a respeito
disso.
E é claro, para plena compreensão do tema, veremos também o objeto ao qual a
neuropolítica se dedica: o cérebro humano. Aspetos a considerar que tornam relevante
a apropriação de conhecimentos pela academia, e não apenas pelas empresas
eleitorais e políticas de neuromarketing.
We will approach historical and scientific aspects of Neuropolitics. First conceptualizing it. Then, analyzing whether it is really a science or a fad, as well as whether there is a need to study it academically in Political Science and Law, or not. We will also examine Neurolaw, or Neurolaw, presenting concepts, foundations, historical aspects, theoretical premises, philosophical assumptions and scientific bases of this new branch of Legal Sciences. Next, we will present a panel on some research that is being carried out in different countries, in the area of neuropolitics, and what discoveries have been made, what results have been achieved and what challenges these results represent for the Law. We will see an academic analysis of neuropolitics in Portugal, in the electoral campaign for the legislature, in 2015. As well as we will present concrete cases in which neuroscience resources were used in social networks to manipulate the minds of voters in the presidential elections of several countries. And what different and renowned thinkers, from the most diverse academic backgrounds, say about it. And of course, for a full understanding of the subject, we will also see the object to which neuropolitics is dedicated: the human brain. Aspects to consider that make the appropriation of knowledge relevant by the academy, and not just by electoral companies and neuromarketing policies.
