Abstract
Democracia: Riscos contemporâneos aos regimes de Portugal e do Brasil é o tema da presente dissertação, cujo objetivo central é abordar as principais ameaças que as democracias dos países enfrentam na atualidade e que podem colocar em risco a estabilidade e existência do governo do povo, cuja perspectiva e desejo é a evolução de uma sociedade que promova a igualdade, a liberdade e o Estado de Direito. Quanto à metodologia aplicada, sua natureza é qualitativa, visto ser uma pesquisa exploratória, bibliográfica e explicativa, uma vez que analisa temas e conceitos abordados; baseia-se em livros, artigos, legislação e jurisprudência e explana sobre conteúdos que exigem um grau maior de complexidade. Na conclusão, ficará demonstrado o valor político-social do regime democrático e que os riscos mapeados, nomeadamente, utilização arbitrária do sistema constitucional de crise; desigualdades sociais; fragilidade da cultura democrática; perda da representatividade dos partidos políticos; grupos de interesse e de pressão; impedimentos à liberdade de imprensa; e as notícias falsas na era da pós-verdade. Tais riscos desafiam a adoção de ações, em Portugal e no Brasil, para fortalecer a democracia e a busca do bem-estar social.
Democracy: Contemporary risks to the regimes of Portugal and Brazil is the subject of this dissertation, whose main objective is to address the main threats that the democracies of the countries face today and that can jeopardize the stability and existence of the government of the people, whose perspective and desire is the evolution of a society that promotes equality, freedom and the rule of law. As for the applied methodology, its nature is qualitative, since it is an exploratory, bibliographical and explanatory research, since it analyzes themes and concepts addressed; it is based on books, articles, legislation and jurisprudence and explains contents that require a greater degree of complexity. In conclusion, the political and social value of the democratic regime will be demonstrated and that the mapped risks, namely, arbitrary use of the constitutional crisis system; social differences; fragility of democratic culture; loss of representation of political parties; interest and pressure groups; impediments to freedom of the press; and fake news in the post-truth era. These risks challenge the adoption of actions, in Portugal and Brazil, for strengthen democracy and the pursuit of social well-being.
