Natacha Jesus-Silva
Biografia
Natacha Jesus-Silva has a PhD in Applied Economics from the University of Santiago de Compostela (USC) and a degree in Management from the Lusíada University of Lisbon. She has been a university lecturer since 2012 and is currently an Adjunct Professor at the Polytechnic Institute of Bragança - School of Technology and Management. She has previously worked in various areas, including Quality Director; Finance Director; Logistics Manager; Infrastructure Director and Trainer. She is the author and co-author of articles published at international conferences and in international double peer-reviewed journals. She is currently an Integrated Member of UNIAG - Unidade de Investigação Aplicada em Gestão and a collaborating member of REMIT - Research on Economics, Management and Information Technologies. She is also a reviewer for indexed journals such as Lexis Localis and MDPI. She has recently carried out her research in projects with Competitive Funding from the European Union and is part of the COST network.

Centro de investigação que que tem como objetivo principal produzir e disseminar conhecimento teórico e aplicado que possibilite uma maior compreensão das dinâmicas e tendências económicas, empresariais, territoriais e tecnológicas do mundo contemporâneo e dos seus efeitos socioeconómicos. O REMIT adota uma perspetiva multidisciplinar que integra vários domínios científicos: Economia e Gestão; Ciências e Tecnologia; Turismo, Património e Cultura.
Founded in 2017, REMIT – Research on Economics, Management and Information Technologies is a research unit of Portucalense University. Based on a multidisciplinary and interdisciplinary perspective it aims at responding to social challenges through a holistic approach involving a wide range of scientific fields such as Economics, Management, Science, Technology, Tourism, Heritage and Culture.
Grounded on the production of advanced scientific knowledge, REMIT has a special focus on its application to the resolution of real issues and challenges, having as strategic orientations:
- the understanding of local, national and international environment;
- the development of activities oriented to professional practice, namely in the business world.

Publicação Acesso Aberto Evaluation of teaching performance in Higher Education: Students perspectives and teaching management indicators2017 - Costa-Lobo, Cristina; Santos-Pereira, Carla; Jesus-Silva, Natacha; Durão, NatérciaThis study is part of a research project whose main objective is to identify, select, evaluate and synthesize the available evidence on Quality Indicators in Higher Education. There is, an advance in the establishment of Quality evaluation standards in Higher Education. Higher education institutions have undergone profound changes in the last 40 years, in particular in the Teacher Performance Evaluation. In the recent past, such as massification and democratization, were necessary and useful, although it is still necessary to anticipate structural and functional changes that increase the quality and social equity of Higher Education. In this work, the parameters resulting from pedagogical surveys in a Portuguese higher education institution in the north of the country will be presented, surveys for the 2015/2016 school year, presented to 1751 students, in a total of 11 degrees and 18 master's degrees. It is analyzed the performance of a group of 68 teachers, working full time, teachers evaluated by students. This paper presents the instruments made profitable by the students in the last three academic years, allowing the identification of the indicators regarding the qualifications and competences of the faculty in the following areas: research, teaching, university management and transfer and knowledge valorization. [...]Publicação Acesso Restrito The impact of economic globalization welfare states2024-01-01 - Dos-Santos, Maria José Palma Lampreia; Baptista, Nuno; Jesus-Silva, NatachaThe literature has yet to draw firm conclusions regarding the effect of economic globalization on government spending in developing countries in general and Pakistan in particular. This paper tries to overcome this gap on the literature and analyses the impact of globalization and democracy on the aggregate level of Pakistan's social spending from 1972 to 2018. The methods used include econometrics models. The results confirm that globalization is inversely related to social spending, while democracy positively affects social expenditures. Other results confirm that debt service and inflation rate harm social spending. In contrast, the more significant economic development and the increased unemployment rate have a positive and meaningful relationship with social expenditure in the long run. Public decision-makers should consider these conclusions to promote economic and social sustainability in Pakistan.Publicação Acesso Aberto Intergovernmental coordination in Portugal2023-12-31 - Oplotnik, Zan Jan; Ruel, Teresa; Vilela, Noémia Bessa; Jesus-Silva, NatachaRelations between political units – levels of government – in a multilevel structure can be organized according to a range of institutions and processes. Intergovernmental relations suggest that the different levels of government interact with their political actors, namely executives, parliaments, or political parties. The research studies on this topic have concentrated attention on federal systems, and unitarian systems have been neglected. Next to that it must be stressed, that to exercise the competences of the decentralised levels there must be some sort of fiscal autonomy. Without fiscal autonomy, there can be no autonomy for subnational level of governments. Portugal illuminates this landscape. The intergovernmental relation or coordination between the Portugal mainland and the regional governments (Azores and Madeira) are mainly informal, so far. [...]Publicação Acesso Aberto Developing higher education institutions as effective learning communities: Approaches, practices and policy levers at one Portuguese university2018 - Costa-Lobo, Cristina; Morais, Paula; Caramelo-Gomes, José; Jesus-Silva, NatachaIn Europe, when speaking of quality assurance of Higher Education Institutions (HEI), the point of reference is the Standard and guidelines for quality assurance in the European Higher Education Area document, devised by the European Association for Quality Assurance in Higher Education. This document establishes a set of guidelines for the Internal Systems of Quality Assurance (ISQA) of the HEI and, also includes, guidelines for the creation of quality assurance agencies, such as the Portuguese Agency for Assessment and Accreditation of Higher Education (A3ES), Agency which establish standards, evaluate and ensure the quality of the HEI in the different member countries of the Higher Education European Space. In Portugal, the A3ES created a Manual for the ISQA audit process which specifies the objectives, the form of organization and operation of the institutional audit model adopted by the A3ES, so as to certificate the ISQA in the HEI. Besides the two stated references which are aimed, specifically, to the HEI, when discussing management systems certification, it’s also relevant to mention the ISO norms. The ISO 9001 is the most used norm of management systems worldwide, establishing itself as international reference for the Certification of Quality Assurance of Management Systems. The adoption of a Quality Assurance System is, according to this norm, a strategical decision of the organization. The strategy formulated to ensure quality in Higher Education uses internal systems of quality assurance, of the institutions responsibility, and also external systems, of the quality assurance agencies responsibility. The development of quality assurance systems demands a balance between the HEI’s actions and the external procedures of quality assurance purposed by the agencies, in the case of Portugal, the A3ES. HEIs are required to establish their own self-evaluation mechanisms. For this purpose, promoting a solid internal quality culture is elemental to strengthen effective strategies of institutional evaluation. Related to its continuous improvement process, Portucalense University, a private HEI, located in Portugal, decided to certificate its quality assurance system, both by the A3ES and by the ISO 9001. This article describes the developed practices in this double certification process. The perception of the areas with greater need of being leveraged, the respective improvements to be applied, and the better way of proceeding in regard to the continuous improvement of the processes, either of management, value chain and support or services, stand out as results of this content analysis. This article examines the impact of IT on improving quality management processes and promoting academic excellence in higher education institutions. IT offers a range of tools and solutions that enable higher education institutions to collect, analyze, and interpret relevant data for assessing and monitoring quality in higher education. Through learning management systems, online assessment platforms, and data analysis software, institutions can obtain accurate and real-time insights into student performance, teaching effectiveness, and student satisfaction. Furthermore, IT enables the implementation of quality management systems based on international standards, such as ISO 9001:2015, providing a structured framework for continuous improvement in higher education processes. These systems can facilitate the documentation of policies and procedures, the monitoring of performance indicators, and the conduct of internal and external audits, contributing to quality assurance and compliance with established standards. IT also plays a crucial role in communication and collaboration among the various stakeholders involved in quality management in higher education. Through online portals and platforms, students, faculty, administrators, and staff can share information, exchange feedback, and participate in decision-making processes, promoting a more participatory and transparent approach to quality management. However, it is important to emphasize that the effective implementation of IT in quality management requires a strategic approach and an institutional culture supportive of innovation. Higher education institutions must invest in suitable technological infrastructure, provide training and support to users, and ensure data security and privacy. IT plays a fundamental role in quality management in higher education by providing tools and solutions that contribute to the improvement of higher education processes, compliance with international standards, and effective communication among takeholders. A total amount of €960billion was to be distributed between Member States in order to enable them to achieve common goals during that period.Portugal, like the other Member States, signed a Partnership Agreement, where amounts and objectives were predetermined. The total amount estimated to be distributed in Portugal was €25 billion. This amount was then distributed between the 7 Portuguese economic regions. The programme become to be addressed as PT2020. With the MFF reaching its ending, we understood that it was important to study its impact in the Country. We have been developing a longitudinal study by region. In this paper we present the results of the Azores region as 31st of March 2020.At the end of the study, we were able to conclude that this funding system had a positive impact in the region, where €1 of funding generated €1,34 of investment, thus contributing directly to value creation and value capture.Publicação Acesso Aberto Interpretable success prediction in higher education institutions using pedagogical surveys2022-10-18 - Veloso, Bruno; Leal, Fátima; Moreira, Fernando; Santos-Pereira, Carla; Jesus-Silva, Natacha; Durão, NatérciaThe indicators of student success at higher education institutions are continuously analysed to increase the students’ enrolment in multiple scientific areas. Every semester, the students respond to a pedagogical survey that aims to collect the student opinion of curricular units in terms of content and teaching methodologies. Using this information, we intend to anticipate the success in higher- level courses and prevent dropouts. Specifically, this paper contributes with an interpretable student classification method. The proposed solution relies on (i) a pedagogical survey to collect student’s opinions; (ii) a statistical data analysis to validate the reliability of the survey; and (iii) machine learning algorithms to classify the success of a student. In addition, the proposed method includes an explainable mechanism to interpret the classifications and their main factors. This transparent pipeline was designed to have implications in both digital and sustainable education, impacting the three pillars of sustainability, i.e.,economic, social, and environmental, where transparency is a cornerstone. The work was assessed with a dataset from a Portuguese higher-level institution, contemplating multiple courses from different departments. The most promising results were achieved with Random Forest presenting 98% in accuracy and F-measure.
