O desafio de qualificar na sociedade do conhecimento o processo de RVCC: estudo de caso.

Abstract

Pretendemos com este trabalho de investigação, desenvolvido no domínio da Educação/Formação de Adultos, estudar e compreender os Sistemas de Reconhecimento, Validação e Certificação de Competências, adquiridas pelos adultos ao longo da sua vida em contextos não-formais e informais. Centrámos o nosso estudo no período de actividade da ANQ (Agência Nacional para a Qualificação), com a Iniciativa Novas Oportunidades. Na primeira parte, a nossa investigação incidiu na evolução da Educação/Formação de adultos ao longo dos tempos, tratámos algumas das principais teorias e abordagens na Educação e Formação de Pessoas Adultas e ainda procedemos à análise de alguns modelos de Educação/Formação baseados em competências. Na segunda parte, apresentamos o estudo de caso de RVCC num Centro Novas Oportunidades, realizado através da análise de um inquérito aplicado aos adultos já certificados pelo CNO, com o objectivo de fazer uma auto-avaliação das suas competências-Chave em vários domínios e circunstâncias da vida e, para cada uma delas, saber como classificam o seu desempenho e avaliam a efectiva importância que a qualificação escolar obtida e os conhecimentos e competências que desenvolveram terão tido em diferentes contextos da sua vida. Verificámos, ao longo do nosso percurso de investigação, certas tensões e paradoxos a nível de funcionamento do sistema, nomeadamente identificando alguns aspectos críticos ao nível metodológico e político, configurando-se a necessidade da melhoria continuada das organizações que compõem o sistema. With this research, developed in the area of Adult Learning we intend to study and understand the national system of Recognition, Validation and Certification of Skills, that adults have acquired throughout their lives. This acquisition is the product both of nonformal and informal contexts. We concentrate our study in the period of the ANQ´s activity. Our main target is to contribute to the understanding of an innovative issue, the RVCC, that constitutes a new theoretical approach to the Life Long Learning. In the first part, our investigation fell upon the evolution of adults´ Education/ Formation throughout time. We deal with some of the main theories and approaches concerning this issue and we analyse some models of Education / Formation based on skills. In the second part, we present the RVCC case study in a CNO. This study was accomplished through the analysis of a survey administered to the adults that are already certified by the CNO. The aim of that survey is to self-evaluate their key competences in several areas and life circumstances, so that each adult knows how to grade their performance and evaluate the actual importance that the obtained school qualification and the skills and competences developed have had in different areas of their lives. Throughout the course of our investigation, there were some tensions and paradoxes regarding the working method of the system, namely identifying some critical aspects concerning the political and methodological level. Thus, there is a need for continuous improvement of the organizations that constitute the system.
