No contexto atual, a escola enquanto organização suscita novas
interpelações na tentativa de adequar a educação às exigências das
transformações sociais e económicas.
Por forma a dar uma resposta eficaz à sua missão, surge o Projeto
Educativo como o documento que consagra a orientação educativa do
agrupamento de escolas ou de escolas não agrupadas, desenhado para um
horizonte de três anos e elaborado de forma participada, dentro dos princípios
de responsabilização de toda a comunidade educativa.
Contudo, o envolvimento dos professores no seu processo de elaboração
torna-se determinante, dado que a colaboração interpares na tomada de
decisões, como forma de participação convergente com os objetivos da
organização, tem sido apontada como a solução organizacional para os
problemas do ensino e das escolas contemporâneas.
Neste sentido, propusemo-nos nesta investigação analisar o grau de
participação dos professores do 1.º Ciclo do Ensino Básico na construção do
Projeto Educativo de Escola e procedemos para esse efeito a um estudo
quantitativo na área do Porto, através da aplicação de um inquérito a
professores que lecionam em escolas públicas.
O objetivo deste estudo foi identificar os conhecimentos dos professores
sobre o Projeto Educativo, avaliar a sua formação/necessidade de formação
nesta área, conhecer as dificuldades com que os professores se deparam na
construção e implementação do Projeto Educativo e determinar quais os
elementos que participam efetivamente na sua construção.
Do cruzamento dos dados obtidos, concluiu-se que o grau de participação
dos professores na construção do Projeto Educativo de Escola é muito
reduzido e que esta atitude se deve ao facto de a sua construção ficar a cargo
de um grupo de trabalho. Fatores como escassez de formação, falta de
recursos humanos e financeiros, pouco envolvimento da comunidade e
desadequação normativa, são outros motivos apontados pelos docentes para
os baixos níveis de participação.
In the actual context, the school as an organization raises new interpellations in the attempt to fit education to the demands of social and economic change. In order to respond effectively to its mission, the Educational Project came up as the document establishing the educational guidelines for school cluster or ungrouped schools, designed for a 3-year period and drawn up in a participatory way within the principles of responsibility of the entire educational community. Nevertheless the involvement of teachers in its making process becomes decisive, given that peer collaboration in decision-making as a way of convergent participation in the organization goals has been pointed out as the organizational solution for teaching problems and for contemporary school issues. In this work we propose to assess the degree of participation of Primary School teachers in the construction of the School Educational Project and for that purpose we conducted a quantitative study in Oporto, by means of a survey carried out among public school teachers. The aim of this study is to identify teachers’ knowledge of the Educational Project, to assess their need for training sessions in this area, to realize the difficulties they face in the construction and implementation of the Educational Project, and to define the elements which actually participate in its construction. We concluded from data cross-checking that the degree of participation of Primary School teachers in the construction of the School Educational Project is in fact very small and that this is due to the fact the construction is assigned to a working group. Other grounds for the low participation rate pointed out by the teachers were lack of information, shortage of human and financial resources, little involvement of the community and normative inadequacy.
