Negligência na infância: perspetivas de Técnicos de Comissões de Proteção de crianças e jovens

Abstract

A negligência na infância é a forma de mau trato infantil com maior taxa de incidência no nosso país, uma vez que 40% das situações sinalizadas às Comissões de Proteção de Crianças e Jovens (CPCJ) no ano de 2017 foram relativas a esta problemática. Contudo e, apesar das várias definições de negligência na infância, importa explorar esta problemática, compreendendo as suas formas e a sua relação com as mudanças na sociedade (sociais, económicas, tecnológicas, educativas, entre outras) e conhecer se o sistema de promoção e proteção de crianças e jovens enquadra novos tipos de negligência decorrentes do desenvolvimento do contexto social, cultural e os valores. Pelo exposto, os objetivos principais deste estudo são identificar perspetivas de técnicos do sistema de promoção e proteção de crianças e jovens no âmbito da negligência na infância e compreender as implicações que estas mudanças podem ter neste contexto, propondo um conjunto de estratégicas que promovam a redução do impacto da negligência na infância. Como forma de alcançar os referidos objetivos, utilizou-se uma investigação mista, através da aplicação de inquérito por questionário e guião de entrevista semiestruturado, ambos aplicados a técnicos do Sistema de Promoção e Proteção de Crianças e Jovens. Os dados recolhidos a partir dos dois instrumentos foram analisados estatisticamente e qualitativamente, através do SPSS e da análise de conteúdo. Constata-se, a partir dos resultados obtidos, que é aceite entre os técnicos que as manifestações da negligência na infância assumem diferentes facetas, ajustando-se às mudanças sociais, económicas, tecnológicas e educativas.

Neglect in childhood is the form of child maltreatment with the highest incidence rate in our country, since 40% of the situations reported to the Commissions for the Protection of Children and Young People (CPCJ) in the year 2017 were related to this problem. However, despite the various definitions of childhood neglect, it is important to explore this problem, understanding its forms and its relation to changes in society (social, economic, technological, educational, among others) and to know if the system of promotion and protection of children and young people frames new types of neglect arising from the development of social, cultural and values. Therefore, the main objectives of this study are to identify the perspectives of technicians of the system of promotion and protection of children and young people in the context of childhood neglect and to understand the implications that these changes may have in this context, proposing a set of strategies that promote the reduction of the impact of childhood neglect. As a way to reach those objectives, a mixed investigation was used, through the application of a questionnaire survey and semi-structured interview script, both applied to technicians of the System for the Promotion and Protection of Children and Young People. The data collected from the two instruments were analyzed statistically and qualitatively, through SPSS and content analysis. Based on the results obtained, it is accepted among the technicians that manifestations of childhood neglect take on different facets, adjusting to social, economic, technological and educational changes.
