Em tempos ditatoriais: Discurso político e retórica dos Direitos Humanos

Abstract

Refletir sobre o discurso político e a retórica dos Direitos Humanos, em tempos ditatoriais, exige um estudo transversal dada a inovação e complexidade temática e, sobretudo, pela necessidade de uma perceção analítica crítica neste contexto “especial”. Assim, é possível compreender o cerne da questão que está na interpretação do discurso político e na retórica, em contextos opressivo e repressivo, onde os Direitos Humanos não são, de todo, protegidos. Durante o Estado Novo de Salazar em Portugal foram uma manobra de “diversão”. Mas é sempre estratégica e maioritariamente um caminho para manipular a Opinião Pública gerando imagem díspar da realidade de violência e violação dos Direitos dos cidadãos. Já na Ditadura Militar no Brasil é possível concluir que a violência e as violações dos Direitos Humanos foram mais explícitas e de conhecimento público pela assunção dos militares. Quanto à defesa, luta, reivindicação e promoção de tais direitos só foi começando a ser “mais” possível aquando da criação de movimentos, na certeza do “ódio” dos militares por estes indivíduos e por este grupos que foram alvo de ações de grande violência. No entanto, concluiu-se que tanto no Estado Novo de Salazar (Portugal) como na Ditadura Militar (Brasil) a o discurso e a retórica dos Direitos Humanos foram frequentemente manipulados mas essenciais para a implementação de democracias.

Thinking about the political speech and Human Rights rhetoric, in dictatorial times, requires a transversal study considering the theme innovation and complexity and, specially, by the analytical and critical perception need in this “special” context. So, it´s possible to understand the main question that´s in the political speech and in the rhetoric interpretation, in oppressive and repressive contexts, where Human Rights aren´t protected, at all! During the Salazar regimen, the Estado Novo, in Portugal it was a way to “entertain”. However, it was always a strategy, and mainly a way to manipulate the Public Opinion, creating an image different from the reality of violence and Human Rights violations. Concerning the Brazilian Military Dictatorship it´s possible to conclude that violence and Human Rights violation were more explicit and public assumed by the militaries. Regarding the defence, fight, claim and promotion of these Rights was really started being “more” possible when the movements were created, but there are no doubts about the military hate to the people (individual) or groups as they suffered strong violence actions. Nevertheless, we can conclude that in Salazar “Estado Novo” (Portugal) as well as in the Military Dictatorship (Brazil) the Human Rights speech and rhetoric were frequently manipulated but essential to the democracy implementation.
