Avaliação de sítios culturais património mundial

Abstract

A falta de conhecimento sobre a Convenção de Património Mundial, sobre as Orientações Técnicas que a regulam, e sobre o processo de avaliação dos sítios classificados, resulta fre- quentemente, em erros de perceção sobre como atuar em Património Mundial. Recorrentemente, a intervenção em sítios culturais classificados é demasiado invasiva, podendo mesmo alterar a autenticidade e integridade do bem, e afetar a conservação do Valor Universal Excecional. Devido não só ao desconhecimento da regulamentação de Património Mundial, à falta ou inadequada atuação e proteção, mas também à ineficaz gestão da propriedade, a deterioração do bem pode agravar-se seriamente, levando a missões reativas e mesmo à classificação do bem na Lista de Património em Perigo. O presente artigo pretende clarificar quem são as entidades que avaliam e decidem sobre Património Mundial; quem são os órgãos técnicos internacionais consultivos; como se desenvolve o processo de classificação de sítios culturais com Valor Universal Excecional; e quais as ameaças e fatores, que afetam de modo recorrente, o Património Mundial. The lack of knowledge on the World Heritage Convention, on the Operational Guidelines ruling it, and on the assessment process of listed sites, often results in perception errors on how to intervene in World Heritage. Frequently, the intervention in listed cultural sites is too evasive, changing the property’s authenticity and integrity, and affecting the conservation of the Outstanding Universal Value. This is due to both the unawareness of the regulation of World Heritage properties and to the lack or unsuitable performance of its protection. Also, the inefficient property management, the deterioration of the property can seriously be aggravated, and may lead to reactive missions and even to the insertion of the property into the List of World Heritage in Danger. This article aims to clarify which are the entities that evaluate and decide on World Heritage, which are the international advisory bodies; how the classification process of cultural sites with Outstanding Universal Value is performed; and which are the threats and the factors frequently affecting World Heritage.
