Biography

Paulo Morais. Concluiu o Programa Doutoral em Engenharia e Gestão Industrial em 2011/09/14 pela Faculdade de Engenharia da Universidade do Porto. É licenciado Matemática - Ramo Matemática Aplicada (1989) pela faculdade Ciências da Universidade do Porto. É Professor Auxiliar na Universidade Portucalense Infante Dom Henrique. Publicou artigos em revistas especializadas e capítulos de livros. . Atua na área de Ciências Exatas, com ênfase em Matemática com ênfase em Estatística e Probabilidades, e na área da Administração Pública. Foi perito do Conselho da Europa, da União Europeia e de várias organizações da sociedade civil anti-corrupção.

REMIT – Research on Economics, Management and Information Technologies
Centro de investigação que que tem como objetivo principal produzir e disseminar conhecimento teórico e aplicado que possibilite uma maior compreensão das dinâmicas e tendências económicas, empresariais, territoriais e tecnológicas do mundo contemporâneo e dos seus efeitos socioeconómicos. O REMIT adota uma perspetiva multidisciplinar que integra vários domínios científicos: Economia e Gestão; Ciências e Tecnologia; Turismo, Património e Cultura. Founded in 2017, REMIT – Research on Economics, Management and Information Technologies is a research unit of Portucalense University. Based on a multidisciplinary and interdisciplinary perspective it aims at responding to social challenges through a holistic approach involving a wide range of scientific fields such as Economics, Management, Science, Technology, Tourism, Heritage and Culture. Grounded on the production of advanced scientific knowledge, REMIT has a special focus on its application to the resolution of real issues and challenges, having as strategic orientations: - the understanding of local, national and international environment; - the development of activities oriented to professional practice, namely in the business world.

    Transparency and risk allocation in PPP: Addressing complex contracts' mathematical formulas in the portuguese case

    Concept of partnership between public and private entities, commonly addressed as »Public private partnership« or PPP, have spread all over the world as an innovative model to deliver public services and to help established public infra-structure; as railways and roads, water supply facilities and sewerage systems, other communal services and public infrastructure, even building and managing hospitals, elderly homes, etc. In order to serve the public interest, PPP projects should be based upon a negotiated allocation of risk, which means that project risks should be distributed equaly between the partners. However, issues of transparency, good governance and public accountability have been at risk in the process. Through the Portuguese case of PPP involving the reward contract for the construction and maintenance of highways, the argument for the need of transparent and readable information is presented.

    Government transparency: reality or mirage?

    All citizens are entitled to access governmental information as, only if properly informed, that they can participate in politics. The right to information is enshrined in a number of international agreements, including Article 19 of the Universal Declaration of Human Rights. The right of citizens to access public authorities’ information is called Freedom of information. This information plays a crucial role in informing the population so that they can make accurate political choices. The mere disposal of information is not enough, as much of public documents suffer from complex language and other technicalities that can prevent an informed use of the information. Thus, sites displaying information must be adapted in order to guarantee usability, functionality and accessibility; there must be different levels of information, as there are diverse groups of individuals with different skills. Such usability, functionality and accessibility require designing effective communications, paying attention to balancing the complexity that citizens can manage and the complexity that those responsible for the requested information are producing.
