Presidencialismo de coalizão: Crise nos partidos políticos brasileiros

Abstract

O presente estudo aborda a questão da governabilidade do presidencialismo de coalizão e apresenta, inicialmente, a questão a representação política e a democracia. Em um segundo momento, a formação o presidencialismo de coalizão com a separação de poderes que é determinante para a relação entre os poderes judiciário, executivo e legislativo. A seguir, pontuam-se os sistemas de governo parlamentar, presidencialista, o presidencialismo de coalizão com sua definição e o sistema simipresidencialista. Para a existência da governabilidade, durante os governos de Fernando Henrique Cardoso, Luís Inácio Lula da Silva, Dilma Roussef e Michel Temer, foram analisados alguns poderes do presidente a serviço da coalizão: o poder de agenda, a medida provisória e o poder do veto. E, por fim, os conceitos de governabilidade e governança como medida de eficiência das coalizões, análise estatística das taxas de sucesso, dominância e preponderância de estudos realizados nos quatro governos citados traçando eficiência, ineficiência e equilíbrio das coalizões com respectiva conclusão quanto à governabilidade do presidencialismo de coalizão. This study addresses the issue of governability in coalition presidentialism and initially presents the issue of political representation and democracy. In a second moment, the formation of a coalition presidentialism with the separation of powers that is decisive for the relationship between the judiciary, executive and legislative powers. Next, the parliamentary and presidential systems of government, the coalition presidentialism with its definition and the simi-presidential system are punctuated. For the existence of governability, during the governments of Fernando Henrique Cardoso, Luís Inácio Lula da Silva, Dilma Roussef and Michel Temer, some powers of the president at the service of the coalition were analyzed: the power of agenda, the provisional measure and the power of the veto . And, finally, the concepts of governability and governance as a measure of the efficiency of coalitions, statistical analysis of the success rates, dominance and preponderance of studies carried out in the four mentioned governments, tracing the efficiency, inefficiency and balance of coalitions with their respective conclusion regarding the governability of the coalition presidentialism.
